Where can I find this hairstyle

So I found this post 

 made by a guy called 'Hepsy'. He also made this hair mod https://www.nexusmods.com/skyrim/mods/59661 but this hairstyle isn't included in it, he made a few other posts with it but didn't give any download links. I also found this person https://twitter.com/GarudaB1/status/1176111763818868739?lang=en who apparently made a conversion for Skyrim (which would imply that  this is indeed publicly available), but again didn't give any links. I can't find it anywhere and I really like this cowlick + twin-tail combo. Could anyone help me out?

It would be pretty nice to have the SE version though, or at least a guide on how to port it properly.
