Lag in skyrim

[godwhatamIdoingwithmylife]

as I play skyrim, I find that I can barely manage 30FPS on a good day in outside areas, and I hit around 40-50 in caves/dungeons. I have a 3090TI and am playing on high settings, I really should be able to run at a better rate than this. Here is my load order, does anyone see any obvious problems?
