Can't use furniture

Head-scratching moment.  I can't figure this one out as I don't know which mod is the culprit.

If I mouse over a chair, I get an "E) Not Allowed" prompt, but if the console is open it changes to the standard "E) Sit".  And the use of the chair is thus blocked.

 

Ditto for beds, "E) Can't Use" instead of "E) Sleep" (when console open).

I can use the E key to pick up objects, open doors, interact with NPCS, trigger dialog, etc.
