Non Adult Mod Related Question/Request/Discussion Added Races NPCs

There are mods out there that add:

More NPCs

New Followers

New Followers with New Races

Old Followers as a Different Race

Old Followers as a New Race

Etc...

 

Skyrim has been around a while now... at least 10 years.  With SE being a thing and people moving on there's something I was just thinking about and wondering...

 

Why hasn't it been done?? (I don't know enough to actually make it happen... lay the ground work, maybe.)

 

With as big as WoW has been I know of at least 2 races that was made for Skyrim and a handful of Followers that use those races...

 

Blood Elves and Draenei

 

Though I'm curious... Why hasn't there been a published mod that adds just generic NPCs in these two races or at least one or the other??
