Just as a double-check, have you added this one as well, then have you added the setting that allows incest "globally" or given them both the Incest trait in Wicked Attributes? The combination of Wicked Whims, the Inappropriate Unlock, and those settings (I also had that they had matching attractions), it works for me. Then there is the option you maybe have a conflicting mod installed as well?

Is it crossing the adult/teen barrier? As that needs a couple of more settings mentioned in the download page for Inappropriate Unlock. I missed those myself last time I started a new game, as they are "per save" specific.
