How to make guards ignore certain crimes?

I'm building a slavery mod and have a major issue, apparently i cant discipline my slave in public places which is very upsetting to me :(

 

Things i've considered:

Non-hostile weapons - yeah, it works but i want to be able to use any kind of weapon i happen to have in my hand

Setting the slave faction to be a friend or ally of player faction - causes a delayed reaction from guards but doesn't really work

Adding a no slave-faction condition in the SM assault actor root node - doesn't seem to do anything

Making the slave faction a crime faction with 0 bounty for any offense - doesn't do anything

Adding the slaves to creature and/or bandit faction - doesn't seem to do anything

Adding the slave faction to enemy list of IsGuard faction - sorta works but at some point stops working, i suspect an actor that is not in isguard faction witnesses the crime and attacks which would cause the guards to assist, theoretically i could add the slave faction to the enemy list of all factions in skyrim but its a lot of work for something that might not work

Using the "IgnoreCrime 1" console command - sorta works but only in some areas and i've found no equivalent command to use in papyrus

Not sure if this is want you want but,

You can try to make it Slave factions become part if the player character faction. I do believe this is how it becomes possible to make random NPCs a follower. I once made a bandit a follower (slave) and I don't think I ran into any crime issues.
