177c strip club error 123 during load

I upgraded from 176i to 177c but got a error 123:9b9 message or something when trying to load into the strip club.

 

I managed to isolate the problem to the core WickedWhims mod, then created a new game, bought a strip club on a blank lot, and same error message.

 

Rolled back and game is working fine, so only the new version
