Hi im just trying to enslave an enemy with the whip does it works or it is just for npc?

Whip is not for enslaving. It's for whipping the already enslaved.
Enslave by getting enemy hp low, then Activate button (usually E)

I cant seem to get any menu to pop up when trying to enslave. I have the health limit at 50% and when I drop them below it nothing happens. When I mark them for enslavement they just enter the down state after 1 hit and i cant press E on them. No idea what I'm doing wrong.
