Can't give orders to followers

Hello, after downgrading I started to have problems with followers: I can't give them orders to wait in specific place, take item, attack somebody etc. They just don't react to commands. I also can't move while in ordering mode (when you press and hold E). That started happening after recent update, at first I  installed new version of SKSE, but then I understood that I will need to update a lot of other mods so I reinstalled old version and just downgraded the game to 1.6.64, everything works fine now except follower commands. Any idea what could have caused this?

No, I just reinstalled everything.
