General enquiry about messing with Henford sims

So I like to fill my worlds with lots of sims so I can see them at community lots when I visit them, I've filled Henford with families hoping to see at least some of the young adults spawn at a nightclub in San Myshuno for example but for some annoying reason non of the young adults I put in Henford spawn in any of the community lots in other worlds, I very rarely see adults as well, yet when I fill the newer worlds, like Copperdale or Tartosa the young adults spawn at nightclubs no problem.

I have edited some of the Henford residents, changing the appearance of Kim Goldbloom and the Scott family, I also moved them out of Henford but their npc jobs have been filled with new sims, I also made Lavina Chopra and creature keeper dude adults instead of young adults, so could messing with them have caused this to happen?

Just to note that I have seen some of the adults spawn but rarely and when going into manage worlds and looking at the households I noticed one of the young adults is currently at the Salty Paws bar in Brindleton, so they do seem to travel around, yet I'm just not seeing them when in live mode at a nightclub in San Myshuno when playing as a sim from San Myshuno.
In another save however I am seeing the Henford young adults spawn but they seem to spawn early in the morning like 2-3am at the nightclub, exactly the same mods as the other savegame and I haven't changed the sims that come with the pack.

I'm guessing its a population thing thats a factor and the game is somehow deciding to prioritise the spawning of the other worlds sims over Henford, that seems to be my experience and its driving me nuts at the moment, especially now that For Rent is causing no end of bugs, DJ's, retail employees and customers not spawning etc.
Has anyone else experienced this with Henford? I gave the young adults max dance skill as well so you would think they should come to the nightclub to dance but nope, I'm just not seeing them spawn.
