Since it's a custom char', if you really want an answer you'll have to ask to the pic author if it's his creation or where he found it.

Oh Sorry, I wasn't then creator. It was my partner (who is very good at making sims)
Unfortunately they are also a perfectionist who may release their sims themselves someday. I'll keep nudging them for y'all though ♥
