All NPCs are hostile

So for some reason all NPCs in every hold are hostile, except for followers and guilds I'm apart of are hostile. Either attacking outright or running away. 

I tried surrendering to clear a bounty but none of the guards would talk. Also every hold is like this. I've also noticed neutral npcs in the wild like hunters are also hostile.

I know I don't have vampirism, but I do have two succubus mods, Children of Lilith and Succubus Heart. I thought one of those could be making npcs hostile, but disabling them didn't do anything. I know a lot of my mods are a little redundant and messy but it's been working fine up until now. I didn't notice anything out of the ordinary when it started, I just started being attacked for no reason after doing some quests away from towns.

 

If anyone has any clue what's going on I would appreciate some help.
