Generic Lot Spawn mod?

I'm looking for a mod that makes more sims spawn at a generic lot/at lots in general. I have a couple of generic lots that never get populated unless I go and manually bring sims to the lot myself. Is there a mod that would help with this? 

 

Also, is there a way to keep generic lots from becoming residential every time you travel to them?

Thanks! These helped a lot,. I just need to figure out how to get one of my lots to be a spawnable spot (its a generic lot, so it flips back to residential whenever I travel to it). I like this spawn overhaul mod though!
