Further work on making downgraded/old game versions work with new update features

(https://www.nexusmods.com/skyrimspecialedition/mods/106441?tab=description) This mod allows you to use new plugins made with the new version header AND also allows plugins with formids outside the previously accessible range to not cause problems on older game versions. Now there are only two problems with downgraded games, the first being the new papyrus functions (which this mod plans to fix in the future), and not being able to pay for mods (which is arguably a plus).  If you were considering updating you probably dont need to anymore.

(https://www.nexusmods.com/skyrimspecialedition/mods/106441?tab=posts) There is update out for this mod which I believe adds the new papyrus functions, however it crashes on load for some people, specifically people on 1.5.97 (myself included), but maybe other versions too. Probably worth waiting unless you have a good reason.

Edit: If you haven't already downloaded, you can use 1.0, that version should not crash. It is in the archived files on the download page
