Where are the Strangerville citizens?

So I have the Strangerville pack and I like to fill my worlds with alot of different families, I cheated the Strangerville storyline to complete it so I don't have to see those zombiefied sims walking around but now I never see the cured or normal citizens of Strangerville roaming around the other worlds, it's almost as if they are confined to Strangerville.
Is anyone else experiencing this? I don't think its a mod causing it, Is this a bug or something that is normal?
I have however seen Ted and Meredith Roswell protesting in San Myshuno from time to time but that is the only time I ever see someone from Strangerville out in another world,  I don't see anyone visiting a nightclub or retail lot for example and I don't ever see any of my created households who have been placed in Strangerville.

strangerville sims are kept in strangerville by filter term "Keep_Strangeville_Npcs_In_Strangerville" which reduces weight to 0.1 which makes it very unlikely for them to appear elsewhere

Fair enough then, I was wondering if there is a mod somewhere that changes this somehow so I can start populating Strangerville and actually see the housed citizens appear in other worlds as well as in Strangerville itself, I found Zeros Normal Strangerville mod but I don't know if it's still useable, there is no info on when it was last updated.
