Females turn into futas while game rule is disabled

So female npcs keep getting rendered with dicks in the cutscenes, and I can't find out why.
Game rule is set to having futa's disabled.

Load order:

1. CK2 Style Colorful Education Traits
2. Clear notifications
3. Congenital Beauty
4. More Building Slots

7. Reskin: Blood of Greek Gods

I suspect it's CBO but can't confirm. Also have major issues with clipping clothes and such, but afaiui that's a known issue with CBO.
