You mean, you want all male sim to be able to get pregnant? 

There is an option in MCCC (mod by Deaderpool) where you can chose who gets pregnant through Woohoo. You can chose for example that men can get pregnant if they are in a gay relationship and if the initiator sim (the one that asks for Woohoo) or the goal sim (the one that is asked) will have a chance to get pregnant. It's also possible to adjust for this to work with straight couples. Though all of this will only work with the Basic Woohoo and not with WickedWhims as far as I know. 
But if you changed every single male sim to be able to get pregnant through CAS that would mean you would have no sims left able to make others pregnant, so using MCCC is probably the bests option.

Actually, just in the normal menu of creation in the sims you can choose if u want your male get pregnant. 
I only play with male sims so its work and you dont get any issue and also you can control the gestation mont in the menu of MCCC.

This add the option "both" at pregnant option, so they can be pregnant or impregnant another sim at the same time.
