My game does not detect other languages

I have the game in English and I want to change the language, but for some reason it does not detect the changes in the registry.

 

Problems found:

rldorigin.ini is missing.

My regedit it is in the correct language that I am looking for. ( doesn't help )

 

I don't have languages folder in the game folder.

 

This happened to me when I downloaded Origin to play the original Sims 4 without expansions.

I have tried many methods and they do not work for me due to the problems mentioned.
