More Types of Relations?

Are amounts of types of relations hard-coded or can be increased?

 

Or, put it in another way, I want to create a new type of relation, just like rivals, lovers or so, how can I make it?

 

I only find a doc named 'relation on action' that has schematic definitions of types of relations, while other docs seem to presume certain relations.
