Sims Not Naked In CAS?

I'm not sure why, but whenever I try to remove a Sim's shirt so they are topless, they wind up in a CC sweater, but their lower halves are fully naked. Happens to both male and female Sims, even though said sweater is for female frames.

This is S4S with default tags turned on. Find the cause of the CC using tray importer, and edit the corresponding CC in S4S to remove the default tag or delete it.
