Applying makeup using items instead of looksmenu

What I'm looking for is actually pretty simple in concept: a mod that allows me to apply makeup using cosmetic items found in the world. Preferably one which allows me to customize the list which can be applied. Bonus points if the makeup is temporary and gives minor charisma boosts while active.

 

I'd mod it myself because I'm pretty sure it's as simple as tying an overlay to an item's usage, but I've literally never modded and the CK is overwhelming and I don't know how to start.

Awesome, thank you. It doesn't look like this does anything beyond just nail polish though. But this is half of what I'm looking for! ?
