License for npc

So I've come across a few mods that adds licence system for female player, but there doesn't seems to be a mod which will force female npc to misogyny, i want to play as a male character who can order a female npc to show her licence for stuff and if she isn't carrying one I'd like to spank her or call guards or do other stuff with her, please can someone make a mod for this
