Not sure I understand the question, are you asking how to adjust the penis to be as large as that or to find a penis like that? I'll answer both.

To adjust the penis size itself, use Wicked Whims' built in size adjuster, located using the in-game menu with Wicked/Personalization/Anatomy & Clothing/Penis Adjustments/Change [insert Sim's name here] Penis Size.
