"An ongoing feud" stuck

While in Whiterun, you will likely overhear an argument between Fralia Gray-Mane and two Battle-Borns, Idolaf and Olfrid, by her stall in the market.

They are just standing there. no conversation, no obvious way to fix this.

Happened last game, so I started over thinking it might clear up... No good.

Last game I used setstage MS09 25 to move past the dialog they are not having but they remained stuck in place, I talked to Fralia and received the quest to rescue Thorald from prison. when I got there he was invisible, I thought if I finished they may get unstuck.

Anyone had this happen, I never have.
