Mods that send NPCs to prison?

I have some mods like Indecent Exposure and Defeat/Devious Devices and Spectator Crowds Ultra where if the NPCs see someone having sex they will have a reaction to it (like jerking off, being pissed, stopping the acts, etc.) Is there anything that goes a step further that would have them try to jail NPCs that are caught in the act (such as cities)?
