weird shadows bug

installed a new enb and some lighting mods, and now I get this weird bug where most of my screen is shaded correctly, but then there's a strip of light on the bottom of the screen that is a lighter color. disabling enb fixes the issue, so I went through and toggled all of the different options with no luck.  any idea what the problem could be?

update, it's not the enb. Still not sure what it could be though.

during the day the glitch is different. I'd say much worse. here is a pic of the new glitch.

I've narrowed the issue down to being sky lighting in the enb. any idea what I'm missing?

All I know after lots of testing is that the problem isn't within the enb as when it's disabled the problem is still there.

There is no glitch indoors. The glitch only exists outside
