No Panty Under Skirt

Hi, first of all I'm sorry if my question is too dumb or it was answered before..

I'm just too new to this and despite searching about it and looking it up, I couldn't find any thing to solve this issue.

When my sim wears a skirt, she isn't wearing any panty underneath, how can I make it so that she wears a panty ? 
The skirts are custom modded
