Creatures spawning randomly/in wrong environment

Hi,
I have a strange bug, creatures such like Horkers, Mudcrabs, slaughterfishes spawn near solitude.
I think I observed it only on the road leading from solitude to dragon bridge.
For example infront of mea spawned a Horker fighting a wolf. 
or a mudcrab fighting a fox/rabbit
npc's fighting slaughterfishes.

I thought it was because of Immersive Encounters or Immersive Patrols, but no. 
I have no earthly idea what mod could cause this.

Is it a common bug, or do you know anything about it? 
I saw something like this for the very first time during my 8 year modding journey.
