Can someone make an undressable cloak?

I imagine it would be equiped as a shirt, you'd undress it once to open it right up and put it behind the arms like a cap, and once more to put the hoodie down. I'm capable of designing all of this ,however I have no time to do so. I mean if someone could pay me 15 dollars, I could design it in blender using the sims 4 base head and torso and build it into the game and maybe it could come right with WickedWhims or or I could just release it as a pattern project. Either that or someone else could create it and maybe I could add additional faces and do the texturing job for it's map.
