How to create a modification based on Wicked Whims

I have seen similar topics, but they were written a long time ago, and the answers in them were not exhaustive. I don't know much about modding, but I've more or less mastered creating buffs and loot traits for any actions in the game. I figured out how to assign rewards for game actions, but I still haven't figured out how to refer to evil whims, for example, giving a sim a buff for having sex.
