'No synth patrols' glitch

In the current playthrough (I play for the Institute  +  Minutemen)  there are no synth patrol spawns in the commonwealth.

 

You know, normally there are some specific points, like where there are power armor suits, or some old  pre-war  military checkpoints where you get synth patrols in my scenario

 

But for some reason in the current playthrough it never triggered. The spawning of synth that is. 

I  'finished' the commonwealth part of the plot, Institute flags in the Diamond City, the blimp is down, and there was a  'win' cutscene. 

But still - no Institute patrols. 

 

Is there a way to fix it? I mean to force the spawn?
