If its CC you want to keep, and Sonja's tip didn't work. https://giuliettasims.com/2019/07/detecting-and-fixing-shiny-post-patch-custom-content/ is an easy to follow guide to fix it.

 

To find the CC.. I recommend a program called Sims 4 Tray Editor.. Save the sim with the problem cc.. Open the tray editor, find that sim, and it will show you a complete list of CC attached to that sim.

The shiny glow is because that sim has a very old piece of custom content on - before specular images were a thing.

You can easily fix the broken CC once you find it using the Sims 4 Tray Importer. (Remove all clothing on the sim, and other items, piece by piece, until you find the shiny clothing)

Save the Sim to your galley, open it in Sims 4 Tray Importer - you'll see the broken CC.

Open that CC in Sims 4 Studio - and add a specular image to the CC and save it. It will be fixed in game.

I've fixed tops, bottoms, hair, all kinds of stuff doing this.

Here's a screen shot showing how to fix it in Sims 4 Studio and i've also attached a "Specular," image (it's basically just a black image) that should stop this.
