Address Library error?

Hi folks,

Gray here with my Semi-regular Skyrim mod problem!

lol.

Anyway, today I decided to load a mond and I got this error, and I can't figure out how to solve this. It 

appears to be something to do with Address Library, but I'm not sure how to solve it. (Looking on the 'net
didn't help either)

Anyway, here's the error message,  and my loadorder.

You're missing the bin file for your game version, like it says in the message. It's available from the nexus mod page. Not sure what the issue is here.

Yah, I added that. Still didn't work.  It was kinda FUBAR-ed, so I'm starting over.
