Video editing software for looping gifs

I want to make looping gifs of some of my game captures. The capture side seems just fine, but when I cut it down to a loop (using whatever comes default in Windows 10) the quality dips. What recommendations do you all have?
 

Additional, potentially unimportant details:
-Windows 10
-Skyrim SSE
-Yeah, its sex gifs

-1920x1080

-Gameplay should be between 30 and 60 fps. I haven't run an in-game test
-Messed with this ~2 years ago. I can't quite remember if my issue was the resolution lowering, loss of frames, a color issue, or a combination of those. I can find out again by using the default software

-Sound doesn't matter, I'd mute them anyways.

-Free is better, but I can tolerate the idea of paying a little money for such thing. Just a little.
