I've seen this a few times now recently. Is this a known issue?

I have the same problem, it appears even if my wicked whims is without any other mods, with no animations installed and in a new save. The person with the heart face is unable to kill or move away from my house, when I tried to interact with it my sim just stopped moving for a second then continued to do anything else.

I deleted all my other mods and ww animations. The person is still here and there is no way to get rid of them

I had the same problem and found out how to solve it. You must have MCCC installed. Just click on the heart face, select MCCC, click edit family in CAS and remove the invisible hat that causes the bug. Alternatively, you can simply eliminate the SIM using MCCC. Just follow the steps in the image.
