They can but you need to do a couple extra steps. First you need to get the WW inappropriate unlocker, set up the options in the WW Settings, and also set up the appropriate traits etc.

So, I am having this issue with my teens. I have had wicked whims installed for some months now and my teens were able to engage wickedly with other teens, but the teen would have to call up and say a line and you get the options to go to their house your house or don't do anything at all. Now since this new update came out and i deleted the old mod and replaced with the new update version my teenagers can't engage anymore. Like they will call up with the same stuff I say yea come over and nothing happens. Was that apart of the new update that they took that feature away or did I do something wrong?

Did you accidentally delete the Inappropriate unlocker? Or did one of the settings get changed? Go through the settings and see if Teen switch is activated, and possibly Teen Adult relationships checked as well. Plus make sure you have the Post Puberty WW Traits on the teen sims you want to engage in sexual congress.
