Sibling sims not reacting to nudity for some reason

So I got back to the game, updated every mod, even cleaned up all the outdated and broken mods. I created a family and realized that sims that are family related stopped reacting to each others nudity which is breaking the immesion for me. I tested it on a new clean save, with default settings with a household of strangers and they were reacting to nudity, then tested it on two family members and still they didn't react. 

I also got the inappropriate unlock mod downloaded, but no matter what settings I use, still they dont react to nudity. I even enabled incest and they still dont react. I'm lost at this point.
