Getting constant error that scenes failed to start, happens with the player and any NPC. Not sure what is going on.

I've had a longstanding problem with my SL install where any scene triggered fails to start and is skipped over as a result. At first I thought it was because of Sexlab Framework PPlus conflicting with a mod that modifies Sexlab's scripts, but the problem is still there.
 

Included is my Papyrus debug log, and in-game screenshots of the error that keeps appearing.
