Help what happend to my mod flolder ?

I wiped my PC last month and now  ever sense it shows this when I try to find where my mods from steam went and if I put downloaded mods in here they do not work .

Have you checked "C:\Users\-YourUserName-\Documents\Paradox Interactive\Crusader Kings III\mod\", or wherever your documents folder is now that you have started over?
It is where every link to the steam mods should end up. And also the folder you can put your downloaded mods into.

Every mod should come with a "modname.mod" file which holds tiny information about the mod, like version number. And a link to the "modname" folder, where the actual mod pieces are. The file and the folder usually get put in the same place when you download a mod from somewhere other than Steam.
Steam just puts a link file in that folder, like "ugc_200000000.mod", and keeps the actual mod files where you found them.

Steam mods are all stored in teh steam folder and get linked to from your Paradox Folder in the Documents\Paradox Interactive\Crusader Kings III\mod\
Non steam mods need to be in the mod folder.
