Base game animations and all in general not showing up

I've tried all the troubleshooting even seeing if dynamic animations were off but that setting doesnt even show up. i've reinstalled it many times and cleared the cache it still doesnot work

What "base game animations" are not showing up? If base game animations do not work then you have corrupted game files or a serious problem with your game installation (try reinstall again). 

If you mean that the animations from wicked whims are not working, or the menus, then you need to explain your problem a bit better, and upload a recent lastexception file (if you get one, which you most likely have if there is a serious problem with wicked whims installation) AND wickedwhimsinfolog.log file (located in your sims 4 folder) and we can take a look.
