Why can I loot Guard's containers

I'm using a mod called Skyrim reborn that adds a lot of atmospheric detail to Whiterun hold, including some containers with valuable items. The containers in Whitewatch Towers all have their ownership set to the whiterun guards faction, but for some reason I can loot them as if I belonged to their faction. It's immersion breaking and feels like a cheat so I would have to voluntarily ignore them. Any idea why looting them doesn't count as stealing?
