Is this mod playable on the Sims 3? Yes I know it's like a decade old and whatnot, but is it possible? I don't currently like playing the Sims 4 because its bare bones. (Yes I know there's a solution to that Issue.)

Of course not. It varies in every way, from system, internal structure, to custom content information. You may want to use a similar system, KW, or give up and install Sims 4.
