Stripper Pole and Dance Marks Attracting Multiple Dancers

I'm having a problem where multiple dancers will utilize the same spot. For example, 3 dancers on the stripper pole at one time, etc. Also, none seem to be charming/chatting up clients. Just all eager to occupy the same spots. I have increased the dancer limit to 12, and do indeed have 12 dancers. Any insight on how to stop this?

Have you tried placing more spots and dance poles? Or reducing the number of dancers? Does it help?
