Common reasons why sims refuse to take off clothing when asked?

My played sim household will take off clothes just fine but when I ask an NPC Sim to take off clothes with the "ask to get undressed" option through the naturalism submenu, the NPC sims always refuse. 

I gave all NPC sims the nudity enthusiast trait and I always ask inside a home. I have autonomy influence signs off so that shouldn't affect anything. Also, any Sim that I use to ask an NPC Sim always has high friendship and high romance values. 

 

What are some common reasons why NPC sims would refuse to get undressed?

Do they have other conflicting traits, are you using custom traits?

I don't believe they do, what traits would conflict with that? I know there's a "fears nudity" trait but they don't have that one.

And no I don't have any custom traits aside from WW and Nisa's Wicked Perversions (which seems a bit bugged in its current state)
