Help: dirty water for Proctor Ingram's coolant

I'm sure I'm being stupid. How do I collect dirty water for Ingram's coolant? Obviously it's everywhere in ponds, rivers and puddles, but I've only ever collected it by looting cartons of the stuff from raider camps etc. Please tell me there's a way to create my own by bottling it from a stream or something.
