Camilla doesn't start

I've ran this mod forever and the only issue I've ever had was starting Love and Death in Riften. I've started a new playthrough and can't start the Camilla quest. I get the initial dialogue but it doesn't start. I tried setstage to 10. Script compiles but quest doesn't start. I have completed Nordic Hospitality so I assume AA is installed properly and in the correct place.
