What's the best way to keep settlers inside a building?

Hi everyone, i was trying to make a harem of sorts, i tried locking the house with the settlers inside but they spawn outside of it in the next day, 

What would be the best way to keep the npcs inside a specific building in a settlement?

Yes, you can, although they can walk about (usually after a base attack)
