Bug where I get +30 Resistances and rapid health regen.

So I've been getting this bug where it seems if I go into a spot the bug doesn't like my character will get stunk with rapid health regen and +30 resistances to physical, energy, poison, heat, ice and +60 to rad.

 

So I was wondering if maybe someone else has had this problem and knows what causing it. Because one thing with this bug it doesn't always trigger when I go into a bad spot sometimes I can go into a spot and it will often give me the bug other times it won't give me the bug.
