The hair, if I had to guess, would be from Anto and part of his Chromatic collection.

You add one of his hairs, and then you go to the hat section of the sim and you add the second color (can also find the hair dye in body accessories, I think like leggings has it too, and some other spots)

As for the hairstryle in the photo i'm not sure. The chromatic collection is a bit confusing at first since the hair won't look right til you add the second piece of CC.
