I'm not shure about the casting animation.  

 

The hand fire looks like 3D Casting FX https://www.nexusmods.com/skyrimspecialedition/mods/50197/ 

Easy to backport, just run cao and it will work.

 

The spell is "sol invictus" from Arcanum
